The Shambhalans are a spiritual people who have harnessed advanced technology to serve their enlightened goals. They live in harmony with nature, cultivating sprawling gardens and orchards on their homeworld of Devikot, which is covered in lush forests and snow-capped mountains. The air is crisp and clean, the cities filled with the scent of incense and the soft chanting of meditation. Shambhala is a theocratic society ruled by a council of wise lamas, each representing a different school of thought within their monastic orders.

Abbott of the Central Monastery, the chief administrator of the imperial temple complex. Once a member of the Order of the Snow Lion, the force of elite warriors who guard the imperial family. Shortly after being recruited by the Erofights League, she played in instrumental role in foiling a palace coup against the Supreme Lama. When the former Central Abbott was implicated int he plot and killed while resisting arrest, Lhamu was promoted to replace him, in part because of her bravery in defending the imperial family and in part because all the other potential candidates were thoroughly intimidated by her control over the monastery's guard force and the highly efficient aggression with which she put down the coup.

A former holovid star and a botany enthusiastic capable of mixing the mind-altering elixirs used in certain Shambhalan religious rituals, Sunita just happened (with the assistance of other EFL agents) to be in the right place at the right time to catch the attention of the recently widowed Supreme Lama and secure a position as his Imperial Consort. While she's still new to the halls of power, Sunita is pragmatic, smart, and learns quickly; she is currently developing a reputation for generosity with her newly-established charity which provides support for asteroid belt orphans.

When the governor of the capital planet of Devikot commenced a large scale mining operations to secure rare earth elements from a remote mountain region, the destruction caused by the mining disrupted the land's natural energy flow and sacred geometry, disrupting the spiritual practices of Shambhala's monks and causing ancient sacred artifacts to emit discordant and possibly dangerous energies. As Imperial Consort, Sunita mediated between the governor and her husband the Supreme Lama, working out an agreement by which the mining operations and their environmental impact would be limited; Sunita then helped broker a new trade agreement with the New Horizon Union to import rare minerals to make up for the resulting shortfall, thus ending the spiritual crisis on Devikot with minimal damage to Shambhala's industries. When the governor's term expired, Sunita's role in resolving the dispute resulted in her husband appointing her as Viceroy of Devikot, giving her formal political authority to match the informal religious authority she holds as Imperial Consort.

Kamala Singh, Guardian of the Sacred Groves, Department of Environmental Conservation and Energy

A member of the Order of the Crystal Stupa and former Planetary Surveyor within that order, Kamala was appointed Guardian of the Sacred Groves after using her knowledge of exoplanet geology to avert an environmental and health crisis on Devikot. Her time as an explorer and surveyor, evaluating planets for potential settlement, has provided her with the technical skills required by the Guardian, including biology, ecology, and sustainable resource management. Her time as a monk in the Order of the Crystal Stupa has given her the practice in meditation, ritual, and study necessary to allow her to fulfill the Guardian's spiritual role of deepening and protecting the sacred bond between humanity and nature. In her dual role as a scientific authority and spiritual guide, Kamala oversees the day-to-day operation of the Department of Environmental Conservation, ensuring that its policies and initiatives align with the principles of ecological harmony and respect for all living beings, as well as with the social and political goals of the Erofights League. And when mere persuasion is insufficient to defend those principles, she can always fall back on the support of her Order and the surprisingly powerful psychic abilities commanded by its monks.
