Game Engine Processing Logic (115)

When no action is available for a category (slot) via the Difficulty rules, the Game Engine searches in all categories. If still no action is available, it searches in all categories + already selected actions for other categories. If still no action can be found, the Game Engine defaults to a Game Over action.
