The "Accept" button is in the same line as the "Reviewed!" one. It enables another button called "Edit prev/next". Remember the topic on directly linked actions. Most modes in most situations use "Select All" on both sides and use other mechanisms for scheduling. The Lock are freezing the linked actions. I am using Next actions locked on cum tests in Androids, because they attract normal actions and I have fail actions that "do" something. It would be unfair, if a normal action came up instead.
