Often used together with a Game Scene to set "parameter" for a player for the duration of the scene. The example in the picture is used in an implementation of 2 stages of bondage. The player is already tagged with "in_bondage" and this action opens up the pool of actions that are tagged "need in_bondage" together with those tagged "in_heavy_bondage".
