Tell the game engine and configuration pages how to treat an action. Example: Surrender, Game Over and Timeout actions do not have any prev/next actions but are reandomly picked, so there are non available on the "Edit Prev/Next" page (which is only available to Game Maintainer. See later. Do not forget to reflect special actions in the Dev Title, so that you can easily search for them.
